There is a huge part of the job-seeking community who feels that their online job application goes into a black hole from where nobody will answer them. Unfortunately there are still companies and recruitment processes what cannot ensure even a gentle refusing e-mail not even to the prescious applicants.
It is true that recruiters and hiring managers keep accepting various numbers of CVs, thanks to the weak job market and those new tools that let applicants apply for a job with as little as one mouse click. Most recruiters report that at least 50% of job hunters don't possess the basic qualifications for the jobs they are pursuing. So resume's overloaf is not just a big-company program. Job seekers often are surprised when they don't hear back from small businesses too. And it costs. Loyality. Employer Branding. Candidate Experience.
Although the original, old-school databases were only to handle applications (store the minimal data, and availabilities, help to do basic screening and trace the applicants movements via the hiring process), nowdays these high-tech softwares works as Applicant Tracking Systems.  It means that they are programmed to scan for keywords, former employers, years of experience and schools attended to identify candidates of likely interest. They also can rank the applicants, so those with low scores generally don't make it to the next round.

It does not mean that these programs will replace the human factor from the recruitment process, but it can make the selections shorter, cheaper and more successful.
